When a player wins the Lotto America jackpot, the winner may choose to receive the prize in annuity payments or may elect to take a lump-sum payment. A player has 60 days from the date they claim their prize to choose the "cash" option or the "annuity" option. If the player selects the "cash" option, the prize will be a single cash payment equal to the amount available to the lottery for the jackpot prize pool. The "cash" prize is estimated to be approximately one-half of the estimated jackpot, depending on current interest rates. If the player chooses an annuity, it will be paid in 30 payments over 29 years, and the annual payment will be increased by a rate as determined by lottery officials. If the cost to purchase the annuity is less than $250,000, the lottery may elect to pay the prize as "cash."
Lotto America players are required to pick five main numbers from a range of 52, plus one Star Ball from a separate pool of 1 to 10. Alternatively, players can select the Quick Pick option to have Lotto America numbers randomly selected for them. Tickets costs $1 per line, but for an additional $1 players can also select an All Star Bonus option to have any non-jackpot prize multiplied - much like the Powerplay option in Powerball.

When it was launched in 1992 Powerball became the first game to use two drums. Using two drums to draw numbers from offers more manipulation by simultaneously allowing high jackpot odds, numerous prize levels and low overall odds of winning (as explained later, a ticket can win by matching only one number). The two-drum concept was suggested by Steve Caputo of the Oregon Lottery. The two-drum concept has since been used by The Big Game (now Mega Millions) in the US, Australia's Powerball, Thunderball in the UK, Eurojackpot and EuroMillions (unlike most two-drum games, Euromillions selects two numbers called "Lucky Stars" from the 2nd drum; jackpot winners must make a total of seven matches).[citation needed]


In Georgia, New Jersey, and Texas, players must choose, in advance, whether they wish to collect a jackpot prize in cash or annuity. Georgia and New Jersey winners can change an annuity ticket to cash should they be eligible for a jackpot share; however, the choice is binding in Texas. The other Mega Millions members allow the cash/annuity choice to be made after winning (usually 60 days after claiming the ticket), although in Florida the 60-day "clock" starts with the drawing in which the jackpot prize was won.
When Texas joined Mega Millions in 2003, it began offering an option, initially available only to Texas Lottery players, known as the Megaplier, which was similar to Powerball's Power Play. The 11 Mega Millions lotteries without Megaplier on the January 31, 2010 cross-selling date gradually added the multiplier option; by January 2011, all Mega Millions lotteries, except for California, offered the Megaplier. The Texas Lottery owns the trademark to Megaplier.[8]

Presumably due to their experience with the Power Play option for Powerball, all 23 lotteries joining Mega Millions on January 31, 2010 immediately offered Megaplier to their players. The Megaplier continues to be drawn by Texas Lottery computers, as California does not offer the multiplier. Montana, offering Powerball before the expansion date, became the 24th lottery to offer the Megaplier, followed by Nebraska (the 25th), Oregon (the 26th), Arizona (as the 27th) and Maine (as the 28th lottery to offer the Megaplier option). On March 13, 2010, New Jersey became the first Mega Millions participant (just before the cross-sell expansion) to produce a jackpot-winning ticket for Powerball after joining that game. The lottery never paid out, and it brought to light the prevalent issue of crookedness amongst the lotteries in the United States. The wave of anti-lottery protests finally broke through when, by 1860, all states had prohibited lotteries except Delaware, Missouri, and Kentucky. In 1868, after years of illegal operation, the Louisiana Lottery Company obtained a 25-year charter for its state lottery system. The Louisiana Lottery Company was a derived 90% of its revenue from tickets sold across state borders. These continued issues of corruption led to the complete prohibition of lotteries in the United States by 1895. It was discovered that the promoters of the Louisiana Lottery Company had accrued immense sums of money from illegitimate sources and that the Legislature was riddled with bribery.
