Georgia, Illinois, Kentucky and Michigan currently have official websites that sell entries to residents and funnel revenue to the state. The one caveat with these: You must have a valid address in the state you’re purchasing from, and you must be physically present there when you click to purchase. Lying about your location is a crime punishable by fines and jail time.
In Georgia, New Jersey, and Texas, players must choose, in advance, whether they wish to collect a jackpot prize in cash or annuity. Georgia and New Jersey winners can change an annuity ticket to cash should they be eligible for a jackpot share; however, the choice is binding in Texas. The other Mega Millions members allow the cash/annuity choice to be made after winning (usually 60 days after claiming the ticket), although in Florida the 60-day "clock" starts with the drawing in which the jackpot prize was won.

In the aftermath of the attack on the World Trade Center on September 11, 2001, the legislature in Albany, fearing a monumental loss of revenue, passed legislation the following month, which was signed by Governor George Pataki, which included joining a multi-jurisdictional lottery game. Around the same time, for entirely different reasons, Ohio's governor also gave the green light to joining a multi-jurisdictional game. Both lotteries opted to join The Big Game, which, at the time, was offered in seven states. The added populations of the two new jurisdictions, in turn, led to a larger double matrix. The first machine continued to hold white 52 balls, while 16 gold balls were added in the second, meaning there were 52 numbers to pick from in both parts of each $1 game. On May 15, 2002, the game was renamed The Big Game Mega Millions; shortly after, it became just Mega Millions. Except for the 2010 cross-selling expansion, this was the only time The Big Game or Mega Millions simultaneously added more than one member.

Before the agreement, the only places that sold both Mega Millions and Powerball tickets were retailers straddling a border; one retailer on the Sharon, Pennsylvania/Masury, Ohio border sold both Mega Millions (via the Ohio Lottery) and Powerball (Pennsylvania) before the agreement and continued to be the only retailer to sell tickets for both lotteries.[12]

When a player wins the Lotto America jackpot, the winner may choose to receive the prize in annuity payments or may elect to take a lump-sum payment. A player has 60 days from the date they claim their prize to choose the "cash" option or the "annuity" option. If the player selects the "cash" option, the prize will be a single cash payment equal to the amount available to the lottery for the jackpot prize pool. The "cash" prize is estimated to be approximately one-half of the estimated jackpot, depending on current interest rates. If the player chooses an annuity, it will be paid in 30 payments over 29 years, and the annual payment will be increased by a rate as determined by lottery officials. If the cost to purchase the annuity is less than $250,000, the lottery may elect to pay the prize as "cash."
Illinois joining Powerball on the expansion date, it became the second multi-jurisdictional lottery game (after Mega Millions, which Illinois already participated in) whose drawings were carried nationally. Both games' drawings were simulcast via Chicago cable superstation WGN-TV through its national WGN America feed. WGN-TV aired Illinois Lottery drawings nationally from 1992 to 2015 after acquiring broadcast rights from Chicago's Fox owned-and-operated station WFLD in 1988, which took the rights from WGN-TV in 1987. Powerball drawings were aired on WGN-TV and WGN America on Wednesday and Saturday immediately following the station's 9pm (Central Time) newscast with the Mega Millions drawings being aired Tue and Fri evenings after the newscast. WGN served as a default carrier of Mega Millions or Powerball where no local television station carries either multi-jurisdictional lottery's drawings.

In January 2012, Mega Millions' rival Powerball was altered; among the changes were a price increase of $1 for each play, as a result, a base game costs $2, or $3 with the Power Play option. At the time, there were no plans to change the price of a Mega Millions play, with or without the Megaplier (see below for the 2017 format change that includes the base price for a Mega Millions play to be raised to $2.) The price increase for playing Powerball was a major factor in Louisiana deciding to pursue joining Mega Millions, as that state's lottery joined Mega Millions on November 16, 2011.

Ohio and New York joined The Big Game consortium on May 15, 2002, when the game was renamed The Big Game Mega Millions, temporarily retaining the old name and the original "gold ball" logo. The "Big Money Ball" became the "Mega Ball." While the game's name was altered, the yellow ball in the new Mega Millions logo continued to read "The Big Game" until February 2003, after which it was replaced with six stars representing the original members of the consortium. The first (The Big Game) Mega Millions drawing was held two days later, on May 17. The Mega Millions trademark is owned by the Illinois Lottery. The first three lotteries to join Mega Millions were Washington (in September 2002), Texas (in 2003) and California (in 2005); California was the last addition to Mega Millions before the cross-sell expansion of 2010. Montana joined Mega Millions on March 1, 2010, the first addition to Mega Millions after the cross-sell expansion.
Mega Millions (which began as The Big Game in 1996 and renamed, temporarily, to The Big Game Mega Millions six years later) is an American multi-jurisdictional lottery game; it is offered in 44 states, the District of Columbia, and the U.S. Virgin Islands. The first (The Big Game) Mega Millions drawing was in 2002; see below. (What is now Mega Millions initially was offered in six states; the logo for all versions of the game following the retiring of The Big Game name featured a gold-colored ball with six stars to represent the game's initial membership.)
Despite the uneasiness of many to begin with, I know of no disputes or complaints from people who have bought Powerball tickets online via the insurance model, won and not been paid. As you can imagine, this scenario would effectively close down their website as they rely solely on the trust factor. The insurance model means that you will not be buying “official” tickets, but what do you care if you get paid your millions at the end of the day!
If you are a EuroMillions or Powerball player then you've likely experienced the frustration of never quite matching the winning numbers. EuroMillions was designed to pay out big jackpots but your chances of winning are extremely small. In contrast, the EuroJackpot lottery is designed to give more players the chance to win. Although the prizes are smaller than EuroMillions, jackpots are won far more frequently and you are nearly twice as likely to win betting with EuroJackpot!

10:40 am – N.J. family that won $429 million lottery jackpot is 'praying' it forward.  When Pearlie Mae Smith and her seven adult children won a $429.6 million Powerball jackpot in 2016, they promised to give 10 percent of their winnings — the largest jackpot ever won in New Jersey — to their church and to help others. It was a promise kept to the fullest.

The American Powerball lottery makes use of two machines drawing two sets of numbers. In this way, it is similar to other lotteries like the Mega Millions and EuroMillions. Powerball players need to match five numbers from a possible 69 (these are the white numbers), and one number from a possible 26 (these are the red bonus ‘Powerballs’). If a player matches up all six numbers that have been drawn, they will win the jackpot. Second tier division winners have a $1 million prize to look forward to – one does not even need to match all six numbers in order to become a millionaire with the US Powerball game!
On top of the cost of a regular ticket, you can pay extra for the Power Play option which acts as a multiplier of prizes in a similar way to how Mega Millions’ Megaplier does. Taking the Power Play option multiplies winnings earned by matching just one number right through to matching five numbers - turning the $1,000,000 prize into a $2,000,000 prize.

When Texas joined Mega Millions in 2003, it began offering an option, initially available only to Texas Lottery players, known as the Megaplier, which was similar to Powerball's Power Play. The 11 Mega Millions lotteries without Megaplier on the January 31, 2010 cross-selling date gradually added the multiplier option; by January 2011, all Mega Millions lotteries, except for California, offered the Megaplier. The Texas Lottery owns the trademark to Megaplier.[8]

In California, prize levels are paid on a parimutuel basis, rather than the fixed lower-tier amounts for winners in other Mega Millions jurisdictions. California's eight lower-tier Mega Millions prize pools are separate from those shared by the other 45 lotteries. California's second prize is a "secondary jackpot"; its payout sometimes exceeds $1 million cash, even though California does not offer the Megaplier.[33]

The advertised Jackpot Prize is paid as an annuity of 30 payments over 29 years or, at the election of the winner, in a single lump sum payment of the cash value of the annuity prize (prize subject to State and Federal taxes). If the winner chooses the annuity, the annual payments will be increased each year by a percentage set out in the Lotto America Group Rules. Annuity payments are paid pursuant to Lotto America Group Rules and New Mexico State Law.
The acceptance of gambling in the colonies was fairly short-lived by English investors because it was seen as a sign of laziness and as a vice. The investors saw gambling as a root cause of the colonies’ inability to sustain themselves. Lotteries were used not only as a form of entertainment but as a source of revenue to help fund the colonies. The financiers of Jamestown, Virginia, for instance, funded lotteries to raise money to support their colony. These USA lotteries were quite sophisticated for the time period and even included instant winners. Not long after, each of the 13 original colonies established a lottery system to raise revenue. In early American history, legislators commonly authorized lotteries to fund schools, roads, bridges, and other public works. Evangelical reformers in the 1830s began denouncing lotteries on moral grounds and petitioned legislatures and constitutional conventions to ban them. Recurring lottery scandals and a general backlash against legislative corruption following the Panic of 1837 also contributed to anti-lottery sentiments. From 1844 to 1859 alone, 10 new state constitutions contained lottery bans. By 1890, lotteries were prohibited in every state except Delaware and Louisiana.
Today, all 44 individual state lotteries offer both Mega Millions and Powerball as a result of a 2009 agreement between the Mega Millions consortium and MUSL to cross-license their joint games to one another’s members, although the two organizations continue to administer Mega Millions and Powerball separately. D.C. and the U.S. Virgin Islands also offer both games. Only the Puerto Rico Lottery offers only Powerball and not Mega Millions.
The winner, who has not yet claimed the prize, has 365 days from the draw date to turn in the ticket at one of nine California Lottery District Office locations. The lucky person has two options for payment: A payment plan for about $543 million (before federal taxes) paid out over 29 years or a lump cash sum of $320.5 million (before federal taxes).
