Elecia Battle made national headlines in January 2004 when she claimed that she had lost the winning ticket in the December 30, 2003 Mega Millions drawing. As a result of this false report, she was fined $1,000, ordered to perform 50 hours of community service, and required to compensate the police and courts for various costs incurred.
Like the other big American lottery, USA Powerball, Mega Millions started life under a different name. Originally the lottery was known as The Big Game when it launched in 1996 with tickets going on sale in a handful of US States, including Georgia, Maryland and Virginia. In the early days of The Big Game draws were only held once a week on Fridays.
In 1998, Florida was given permission by its government to participate in a multi-state game. It was set to offer Powerball; but in early 1999, new governor Jeb Bush prevented Florida from joining since he believed Powerball would hurt the existing Florida Lottery games. In 2008, Governor Charlie Crist finally allowed Florida to join MUSL, on Jan 4, 2009.

The original version of Lotto America (stylized as Lotto*America) was a $1-per-play, pick-7-of-40 game, rather than the pick-6 games that had become wildly popular in U.S. lotteries. Matching four numbers won a fixed prize of $5; matching at least five won a parimutuel prize. Matching all seven won the jackpot, whose odds were roughly 1 in 18 million, at the time the longest odds of a U.S. lottery game. The top prize was a 20-year annuity; there was never a cash option, even though a few games did offer one when L*A ended.
On March 13, 2010, New Jersey became the first Mega Millions participant (just before the cross-sell expansion) to produce a jackpot-winning ticket for Powerball after joining that game. On May 28, 2010, North Carolina became the first Powerball member (just before the cross-selling expansion) to produce a jackpot-winning Mega Millions ticket after joining Mega Millions, with an annuity jackpot of $12 million.

The American Powerball, known as "Lotto America" made it debut way back in 1988, which makes it one of the oldest Lottery games around today. In 1992 they changed the name to the Powerball lottery, with the first official Powerball draw being held on April 19th, 1992. The game has grown and evolved over the years now totalling 44 States and various changes being applied to the ball and prize structure from the game back in 1988. These include a change in the annuity prize payments from 20 yearly payments to 30, and the addition of a cash option for the jackpot as the jackpot is massive averaging around $100 million.
On January 13th, 2016 the American multi-state lottery Powerball set the world-record for the biggest jackpot of all time at USD$1.6 billion when it was won by John and Lisa Robinson of Tennessee, Maureen Smith and David Kaltschmidt of Florida and Marvin and Mae Acosta of California. It was the first time in history a prize had topped the billion dollar mark!
The annuity factor, or the cost to fund an annuity prize, is another key component. The annuity factor is made up of interest rates for securities purchased to fund prize payments. The higher the interest rates, the higher the advertised Grand Prize. You might not realize that an economic reality like interest rates impact even the Powerball jackpot, but they do!
During the middle of its four-year run, LA became a more traditional pick-6-of-54 game; unlike the first version, players got two games for $1. The jackpot odds actually became more "favorable" at 1 in 13 million per dollar; however, overall odds were much tougher, since four numbers were still needed to win the lowest prize tier. This version was entirely parimutuel.
